摘要(Abstract)：

本文研究技术性贸易壁垒(TBT)对特定产业成长的影响。一般认为,TBT是发达国家对不发达国家出口产品的一种限制,对出口国家的相关产业带来严重损害。本文研究了温州打火机业在欧盟CR法案实行前后产业成长的变化,认为在一定条件下,发达国家的TBT会激励中国企业的技术创新和提高企业生产效率,促进产业的升级,有利于产业的成长。由此推论,在一定条件下,政府产业限制政策对提高中国产业竞争力是有利的。
